I have a brand new Arcvault 24 with two drives. I figured this type of configuration would have been taken care of a long time ago since there are a lot of tape libraries out there that have multiple drives in them.

You can backup to multiple drives. Each Amanda configuration can manage one tape drive.
We are working multiple drives (devices in general) in an Amanda configuration. [URL=http://wiki.zmanda.com/index.php/Transfer_Architecture]Transfer architecture[/URL] and Device API will provide this feature.

The best way to arrange this is to configure a different range of slots for each Amanda configuration, e.g., slots 1-12 for one config, and slots 13-24 for the other. Note that you should try to avoid running both configs simultaneously, to minimize undue load on the server. As Paddy said, this is a less-than-ideal arrangement, but it's what Amanda supports for the time being.
