I need to backup open files (basically PST files) on Windows Clients .

is VSS (Volume Shadow Copy) enabled in Amanda Community Edition ?

No VSS is not enabled in Amanda community edition. Currently, VSS is available in enterprise edition (http://www.zmanda.com/amanda-enterprise-edition.html).
