Does Amanda preserve and restore NTFS files permissions and attributes?

It actually depends on the program that is used to perform Windows backup.
Amanda enterprise edition (please contact sales@zmanda.com) supports Schily tar that backs up POSIX ACLs and extended attributes.

So I assume then that the Community Edition for Windows:

Yes. This version uses gnu tar which does not preserve NTFS ACLs and extended attributes. Please note that it preserves file permissions.
